among the top 20 best performing cities on the Milken Institute’s “Best
Performing Cities 2004” index. Scarborough’s Professional

and its place in the Northeast business climate. With the best telecommunications
infrastructure in the nation, a highly-educated workforce attracted by
the area’s well-known high quality of life, and a booming economic
climate, it’s not surprising that Inc. Magazine recently ranked
the area among the top 25 nationwide cities for doing business.
The business climate is also conducive to long-term success, as demonstrated
by the Council on Urban Economic Development, which recently ranked Maine
10th in the nation for business retention, and the American City Business
Journal, which in 2004 ranked Greater Portland #1 in the nation for small
business vitality.
